Your demonstration of the gear mechanism got me to look at mine, and there was my problem: one side was mucked up so that the pawl wouldn't slide, and the other side was missing the pawl. Easy fixes. I think so too but that would take more time that I haven’t been able to find :-)
You may have solved my problem. My Troybilt reel mower can be pulled but not pushed. The big wheels don't turn.
Most likely it’s just gummed up. Forward would turn the reel. That’s most likely the part that’s gummed up or jammed
