That was a test pattern, as they called it, and that sound is what you heard when you turned to a channel that wasn't broadcasting at the time. If you got up at 2am and turned your channel selector to ABC, CBS, NBC, you might have very well seen that image and heard that sound.

@@SavageAudits I just learned today that TV stations to this day still use Dial tones to switch to commercial and stuff. It's muted for us at home, but there's footage of it on youtube. Small, strange world we live in. I can't believe how much of this planet is still ran by the beeps of a telephone! I think it's called DTMF tones.
