Usps handbook F-401 3.D/3 page 10 states that if management is noncompliance with the notification requirement employees are entitled to work his or her regular schedule. So management can not make the employees work out of there schedule unless they meet the requirement of notifying the employees by Wednesday of the preceding service week.
Correct, because they would not be working out of schedule.They would just be subject to the overtime rules for which the compensation is larger than simply out of schedule premium just like article 8.4 says.
Is there ever a reason you would not grieve a later start time change? Even if it made sense and you as a carrier we’re waiting for SPRS/Parcels/hotcase 2-3 times a week?
What about delivery in the dark when they don't want to change the schedule and they don't want you to bring mail back with the excuse that is dark.
