  • Neighbors of a Baldwin Village apartment complex have grown frustrated after a resident of one unit has been on a loud rampage, shouting obscenities and tossing items out his window all day.

    As a cop(retired now) I have dealt with this type of incident at least 100 times. The man is being disorderly at the least-Yes a person can be charged with disorderly conduct while in their own residence if their actions disturb others outside of that residence. The fact that he is throwing objects(some heavy, some jagged, some both) out of his window into the public space makes his actions an immediate danger to other citizens. His behavior also suggest he is having a drug induced or psychiatric episode or both. As an officer, even if I have had past contacts with this man and know that he resides alone I am AT THIS TIME unaware if he has someone else in the apartment with him and that is of my concern. I will first try to make contact with him at his door. If he does not respond I will advise my dispatch(not ask my supervisor) of this and will also advise them that I will be using force to enter this man's apartment because I feel he is an immediate threat to others and possibly himself. I will NOT wait for the dispatcher or supervisor to tell me "no" or to "stand by"(that's what happened in Uvalde). I will boot his door in and talk the suspect down to calmness or physically subdue him. I will the either take him to jail or to the psych ward at the hospital. In my report I will articulate everything I did just as I have stated here in an effort to justify my actions. Remember, the supervisor is not on scene and does not have a first hand account of what is going on. Waiting for a supervisor to arrive on scene to assess the situation is not always prudent as time is of the essence as the next object this guy throws out the window might strike someone or he may even throw a person out his window. You are on scene so take charge and justify your actions in your report. You're welcome !!!

      @@sarahbaartmansrevenge In the present climate LEOs are damned if they do and damned if they don't -- and despite their oath, if they as individual officers or an organization don't have the support of the municipal govt or the citizens at large, they're not gonna stick their necks out only to have it chopped off. Many experienced and good officers are leaving the force because of it, and leaving behind poorly-trained, poorly supervised, poorly-paid officers who may or may not be dedicated to their oath or public safety. Too often decisions on the ground are filtered through a political lens and not the circumstances in front of them, and local governments who either fund or DEfund them share in the blame for this. If cops don't think anybody has their back they're not gonna stick their necks out, that's just the reality presently.

    This is what a psychotic episode looks like. He needs immediate intervention and evaluation in the ER f/b placement in a psych. facility. Our country really needs to revamp our mental healthcare system.

      we had our mental health system disabled and deconstructed in the 70's. Our institutions were not pretty or even humane but neither is psychosis.

Equally inhumane was Reagan's deinstitutionalization of the mentally ill in the 80's that led to many psychiatric hospitals permanently closing and many severely ill becoming homeless or incarcerated. Although psych. facilities have vastly improved, the gross inhumanity of deinstitutionalization remains. 😢

    The police need to be investigated about their multiple response to this episode. Clearly the man was a danger to himself and others during the entire time. He could have set fire to the complex when in such a mental breakdown state. A mental health crises team should have been called (there are such things in the county!). The officers and their supervisor were wrong to let this go on so long after repeated calls and visits. Police discipline and corrective training is required. The apartment owner should also take action with the improper police response.

      This is true! I don’t live in a wealthy neighborhood but I do live in a wealthy city where little to no crime happens. A few weeks back our neighbor broke his glass sliding door to his backyard & police were here within 30 minutes & arrested him. I looked up the charges & he got arrested for vandalism. Sad that these people in the video couldn’t get the same justice, it’s all about where you live & who patrols I guess. We only have sheriffs in the city here

    Omg reminds me of my recently-evicted neighbor. Took half a year to get rid of him, cops couldn’t do anything even though he wasn’t even on the lease (which I wouldn’t have cared about except of course the violence and noise)

    I witnessed a break-in outside my house at a complex right across the street, and the perps just hung out outside the place they broke into after they took some items. I called the cops several times. Showed them video of the break in. Each time, they cuffed the people, questioned them for a bit, released both of them, THEN LEFT THEM OUTSIDE THE COMPLEX THEY BROKE INTO. LA needs some reform.

    The man was clearly a danger to others and himself and needed immediate intervention and a psychiatric hold. He also was actively destroying someone else's property and disturbing the peace. He was injured. Maybe someone else was in there with him. There were a number of valid concerns and reasons to stop this rampage, assess the situation, and get this man to help.

    This man starts throwing furniture and items from his upstairs apartment window. He does this late at night through early morning hours. Cops were called multiple times and same ones came out, but they could not arrest him? He is endangering others and children with furniture being thrown out and glass windows broken! Come On Cops, you mean this behavior is allowed and it is okay?

    Many years ago, I was in a bad relationship, This was way back when phones were attached to the wall, I didnt even have one. My man went on a rampage, turning couches upside down, and tearing up the house. I managed to go to the neighbors to call the police, once he had left, as he had kicked me also. The bruises were new so not gone all colors yet, the cops said, if a man wants to tear up his own possesions, he is allowed to do that. Nothing they can do about it. Since my bruises were not real clear, and I couldnt prove he did that, they left, no consequences for him at all.. we did break up cuz I didnt want that around the kids..it was horrible that they had to see that going on.

    The guy was probably facing eviction for non payment of rent. Financial stress probably caused him to just snap. But on the good side, since he threw out all his belongings, it won't be tough to clean out his apartment for the eviction service.

    I witnessed this exact scenario while visiting Montreal in the summer one time. The resolution was that an ambulance showed up, went in, and brought the person down strapped to a gurney. In both scenarios the people are clearly having a mental breakdown of some sort. They need medical help, not police restraint.
