I didn't quite understand why they were surprised Jack would hand over children- he did the same thing in a previous episode of torchwood with 'Fairies' wanting a child and threatening the world unless she was given to them so Jack gave the girl to the creatures
Interesting fact, one of the kids given by Jack to the 456 was actually a villain. In the comic Time Fraud, a rogue Time Agent wanted to become young again. But the Doctor interfered and the Time Agent was de aged to a child and when he tried to escape with a Vortex Manipulator, he ended up in the orphanage and ended up being given to the 456.
