Yes, for this stitch you do. The row that creates the "pebbles" appear on the back side of the work. By putting a row of Sc, you are resetting yourself to create the next row of texture on the same side. If you were to do the pebbled pattern of stitches every row, it wouldn't necessarily be wrong, but would create a different looking stitch.
