- Residents in attendance at the Police Department Citizens Advisory Board Monday called on Loveland Police Chief Robert Ticer to resign following the release of video showing the arrest of 73-year-old Karen Garner.
He hired bully thugs and turned a blind eye for over 10 months. Its TOO late for apologizing its time to CLEAN HOUSE. The bad part about this is we have NO way of knowing how many other cases he's turned this same blind eye to them being violated to the extreme. THUGS all.
There are a number of OTHER Loveland cases where their Police have used force & abused citizens, even causing DEATH! Just search on UA-cam and you’ll find many other recent cases.
Prison for all these Loveland police. Of course it won't happen. Cops don't go to prison. The get paid leave instead.
Abolish the contract between the police union and the cities. Get rid of them, they don't protect anyone.

And it breaks my heart that officer Hopp KNEW he hurt her, (he even bragged about it to the other officers that weren’t there) she told them she was hurt, and they still chose to leave her chained to a bench for 6 hours, in extreme pain with all of those injuries.

That first lady speaking summed it up perfectly - this chief is either completely incompetent for not knowing about this situation for 10 months or totally complicit for doing nothing UNTIL the public got wind of this. Either way this guy should be on borrowed time and needs to go!
They let her sit in a holding cell with a dislocated shoulder and broken arm for six hours while they joked about “the pop.” Let that sink in.
It sank in when cops did the exact same thing to a 66 yr old grandmother on her way to a funeral. I guess she didn’t stop fast enough for them. It sank in when they broke my 72 yr old Great Aunt’s wrist a few yrs before. I guess she did move out of the way fast enough for them. Oh the outrage now tho. When people let it go this far for years, what did they expect would happen?

One of the main things that bugged me about this case was how fast and easy it was for those cops involved to see the videos of their body cams, I thought they were supposed to be handed in to someone who logs them into files....I also can't believe that only four cops were aware of the video this whole time.
The police chief is only concerned about keeping his job and pension.

What is NEEDED is for police departments to RAISE their standards for accepting applicants into the police department, make more in depth psychological evaluations, and stop hiring potential felons into the ranks.

I'm sorry to say this... I can't get passed it.. my heart shatters thinking about that poor woman. The violence she went through. Then she had to sit in that cold cell lonely, hurt, and confused. All the while these monsters are joking it up outside her cell at her expense! Where she can hear them!
Loveland, you're beyond damage control at this point. This needs to be fixed. Heads need to roll. Examples need to be made. Charges need to be filed. Expectations need to be set.

When I saw the video of all those cops laughing when they heard the elderly woman's bone pop, it made my blood boil.

When you wrong someone especially to this degree, it's not their job nor do they have to accept your apology and an apology doesn't absolve what happened.
This is a 73 yr. old woman. Why would the police deem this level of cruelty necessary? They were thoroughly enjoying the pain they inflicted on her. My heart hurts for her. Get rid of all the liars involved. Criminal charges are necessary.
It would be hard if not impossible to convict the officers involved. It was inhumane how they acted. But technically It would be hard to find them guilty. They will be able to bullshit their way through any charges brought against them. Technically she didn't fully cooperate so the 2 cops involved will weasel themselves out of any type of conviction of anything. The arresting officers can't be convicted for being inhumane assholes, if the suspect didn't fully cooperate. It is too bad but I doubt the arresting police officers will ever be found guilty of anything.

It will look like your flexing but the reality is you are reacting to the pain, go back and look at the body cam you will see the pain in her face. The officer knew she was in pain, watch as he moves her in a way or position to cause as much pain as he can. He is sadistic, the female officer jumped right in to share in the take down, they were geared up for blood, and the supervisor came to help in hog tying her. I wonder if they are still laughing and joking about it now?

I said the same thing when the chief said additional training.....So what kind of training is needed that tells an officer they shouldn't SLOWLY and deliberately wrench a 90 pound 73 year old woman's arm until her shoulder pops....then lie that she wasn't injured, then cough her to a bench, and then review tge body cam of the assault and laugh about it? The chief has to go.
What needs to happen is set up real world training scenarios to see if police can deescalate and have empathy for the public. If they cant they should be terminated before they are ever allowed to patrol alone.

I understand that both Loveland Pass and the city of Loveland are both named after the same man, but they are half a State apart.
Fact. Whenever a person is arrested and is injured causing hospital care, the Chief Of Police is in FACT always informed, if not immediately, then by blue report.
The police didn't take her to a hospital. She was sent to prison and luckily someone there saw her injuries and sent her to a hospital.

Just not true. But reform is needed. Yes additional training, especially in deescalation and working with the mentally ill. Yes a database nationwide to keep track of police who have had problems. Yes regular counseling and intervention for officers who have undergone traumatic
experiences, etc. This insane effort to defund/dismantle police will result in more innocent people hurt. My state is trying to close prisons and release violent offenders while simultaneously

This cruel treatment of a sweet, elderly lady by those that are sworn to protect her is chilling and unconscionable. There should be criminal charges against them. The fact that there aren't is more than enough reason to send the police chief down the road kicking horse turds and talking to himself.
The city solicitor would have strongly advised any party to the litigation from the defendant side to refrain from saying anything that could be construed as an apology. An apology would be used against the city at trial as consciousness of guilt.

The culture of law enforcement has become concerning to me. I'm not a defund police person but it would be better if law enforcement became part of the community again. Over the last 20 years or so I've witnessed a major shift of law enforcement and fire/rescue personnel separate themselves from their communities deliberately. This is not good for anyone or any community.
It's about 60,000 -70,000 per Wikipedia. Not a very large city. He should have known...

I remember a story that a woman ordered food at a dinner and couldn’t pay. My mother was there. She paid for the meal. Then she made a deal with management. Gave them $200 and her number. They would call her when the $200 was used up. Let’s try and work together.
I find it interesting that "additional training" is always the answer to such atrocities. Why are we not questioning the original training that allows such behavior? KUDOS to the citizens who showed up to this hearing!

A whole law enforcement training facility complete with its own indoor state of the art shooting range, a high speed raceway, and a 5 acre concrete area for practicing “maneuvers”. Now not only will we be watched over by the same thugs, but also a fresh group of highly “trained” pigs to continue terrorizing the community that they’re supposed to protect.

We don't need a citizen's review board for all police use of force incidents and shootings. The cops do such a good job investigating themselves. You don't necessarily need a protest, call the DA's office, and make sure they know if something doesn't happen here that you will be extremely unhappy.
If they get enough calls, something will happen. I don't live in that local area, so while my outrage of what happened to her makes me want to call them too, local people matter more.
It's best to take your thoughts to the courts, and not to the streets.
I think there's been wide enough coverage on this that those cops should really go to jail. And the DA should make sure that their sentences fit the crime, so they can't get jobs tormenting people the same way they always have.

The jail video is as bad if not worse, the officers watch the recording of the body camera laughing and joking at it while she’s in the next room in pain. They did not let medical personnel see her cause they claimed at the scene that she had no injuries but back at the station when they were watching the body cam the officer kept pointing out over and over when her arm popped as if it was his favorite part.

I grew up in loveland. We moved out of Larimer County because the police are and have always been out of control. I could write a book about Larimer County "justice"
And when I say moved out, I mean we chose to buy our first home elsewhere. I am really sad about that too, honestly.
My great grandparents lived there, my family owned successful businesses there, all my best childhood memories are of the front range and many of my adult life. I will not say I was perfect. I will say I feel a lot less anxiety where I am living currently. I don't like to see bored cops sitting on the roadside waiting patiently to tell me how fast I'm going. The 'for-profit-policing' that goes on around there is staggering.
The roads are going to shit.. No problem! Our new 'squad cars' are basically indestructible madmax doomsday vehicles that cost hundredsofthousandsofdollars, we're fine... but the river keeps flooding... I know, we will build a giant brand new jail! .. make that two or three.. then a few unnecessary sports stadiums.. presto! Uh, the woods are on fire.. no sweat fella! As another refugee from a certain suburbia, I wanted to mention that inexperienced and uninterested legislators go for big expensive techno fixes every time: squad cars, stadiums, etc. They don't fix roads, forests or floodplain issues partly because they're less "sexy", and because some funding streams make it paradoxically easier to buy expensive toys than to fix longstanding issues. I know because I used to work with some of these people, and you would have to almost set off an explosion to get them to consider common sense solutions.

I am sure the family of Ms. Garner must have filed a complaint with the police department after they were notified by the hospital of her condition. Since the jail sent her for medical care, wouldn't the hospital have reported the extent of her injuries to both the jail and the police department? I do not believe the police chief was not aware of this arrest and if he truly did not know, then he hasn't been doing a very good job of running the department. There is an awful lot of evasion and misdirection when the chief is asked questions and not any answers.
Someone should get to the bottom of that and anyone in that chain of knowledge who didn't take action should be fired. As a society we are judged by how we treat the weak among us. Someone who is elderly and has dementia definitely qualifies as someone we should be treating with kid gloves well above and beyond the norm. Even if she didn't have dementia the way they treated her was wrong.
Good point about notifications. Also, I thought it was federal law that all potential elder or child abuse had to be reported to multiple state and federal agencies. What happened did the hospital not follow the law? News media doing a good job of keeping the full truth from getting out. They talk about additional training... needed. The police chief should be fired. Colorado state and local taxes will be going up to cover the settlement. Has the mayor made any mention of this yet...?
In most states anybody that abuses a vulnerable adult its a felony I worked in a group home and when you do overnight shifts if you get caught sleeping your in huge trouble these guys truly abused this woman every single one of these "officers" should be in jail or out on bond as any other citizen would be in this situation with felony charges.
