Did president Putin not long ago say that Russia and China would have a no limits partnership. Even if they are not officially allies why would they not cooperate when it would be in the interest of both countries to fend off any aggression by the west.

Russia made a statement it may start arming the adversaries of the US. Leaking weapons or machine vulnerabilities is better than giving physical arms and weaponry.
