Yes, but a lot more of the administrations than you think share the blame. I didn't vote for Clinton in 2016 because I was afraid that her aggressive stance toward Russia posed a higher risk of pulling the USA into a war. Now, with the benefit of hindsight, we can see that Putin's goal very likely HAS been war in mainland Europe all along and that the only thing Trump's petulant haggling over mutual defense agreements with our allies around the globe has accomplished is to tarnish America's reputation as a dependable ally and to embolden China and Russia to act on their aggressive geopolitical goals. While the Biden administration has attempted to repair ties with our allies, it's been too little too late, and the response to bad faith actions by Iran, China, and Russia has been tepid at best.
The fact of the matter is we just don't have a candidate who's willing to do much about the geopolitical situation, because - at this point - that means being willing to put war on the table. Trump is isolationist and will likely only further alienate our allies while pretending to be "hard on Russia/China" by making "deals" with them that they'll violate the instant it suits them. Harris is likely to continue the Biden administration's approach of using toothless tariffs and sanctions in an attempt to dissuade China and Russia from bad behavior. None of this works.
On top of all that, it's plainly obvious that a small but significant portion of the Republican party has been compromised by Russian blackmail, and the Left has a contingent that's morally opposed to our ally Israel securing any sort of meaningful victory in the Middle East, so even if we did have an executive with the will to oppose our rivals, they'd be undermined at every turn.
If something had been done about it in 2020, we might have avoided this. Now it's too late. Blaming anyone will not matter soon. Soon, millions of Americans will cease breathing.
