Odin seems like a forgiving guy. If Loki had stopped messing around after Thor was cast into earth, then Thor would fall in love, Loki could help out his mom and mourn about Odin, and Thor wouldn't want the throne and would leave it to him. Since Thor doesn't have kids it does go to Loki.
