Trying to define high intensity with a time domain is like trying to define a high jump with a number of inches. They are both relative. Intensity is defined as average mechanical power. If you increase power then you increase intensity. In the context of high performance, the goal for any given time domain should be to maximize power output over time (and therefore increase intensity relative to that effort).
