The "Bag" isn't the metaphor to pay attention too, because in this case the "bag" is simply the life that is being lead. That life, is not fulfilling, the same songs and conversations every night, etc. So the idea of holding the bag is who will be the last to change from this unhappy unfulfilled social life. Something every mid 20 something would think about, which is about the age they were at when they made the album. Make sense?
I slightly disagree. I wouldn't say "the bag" is the life, so much as the friendship between a group of friends. This song is about the moment you realise that you don't really like being with your friends anymore, because each of you know how everyone thinks, nobody does nothing new, out-of-character or interesting. If the group is dysfunctional enough (like mine was when I was at college), some of the people in the group even start policing everyone else: "What is this fancy new thing you are trying to discuss? We have always talked about girls and getting drunk. Why are you spoiling the great thing we have going on by bringing something stupid and boring like the recent book you read?" The one left holding the bag (usually these people who start policing everyone else) are the last people in the group of friends who haven't managed to get anything better to do, after everyone else moves on, gets new friends, starts a family, etc.
I believe this song is a direct response to the Seattle movement. If you look at the lyrics, it about more of the same... "We're clinging to an empty bag.". And more could be said about the pop/punk boom of the mid 90's. But NOFX trucked on selling records on a plain while bands like Green Day and the Offspring saw a steady decline. Fat Mike is a REALLY smart dude. He really predicted (as a label owner) the fall of the record industry "Dinosaurs Will Die", back in 2000.

this album is epic..i heard it at that time in life when your rebelling,discovering sex ,drugs,finding out who i was.It has a desperation and authentic feel that is special.It was tha shit going to see them and like 3 other good bands for unfer 20$ .Punk rock wasnt mainsream,it was cool like that like an exclusive club...Miss them days
