It's the capacitor on the motor underneath that's blown.. You need to get a professional or if you can do it yourself, cut it off.. It will work just fine

Just take out the belt that connects to the motor, and use it on the treadle

It's as a result of blown capacitor either on the foot pedal or the electric motor, you need to find it and cut it off.. It should work just fine
Remove or replace obsolete capacitor. Google for sewing machine capacitor. Tons of information.
