The ABV was to low and the fuel system isn't pumping enough fuel. That's 60% water by volume you want to get some golden grain or moonshine that's at 190 proof/95% booze. When you use methanol fuel (another alcohol so it's comparable) you need to pump about twice as much fuel by volume which is among the reasons we usually use gasoline. You can get more HP our of methanol fuel that way so to people who like to race it makes sense, but it's also like $50 a gallon.
To understand why this might not have worked, you need to think of how an engine works. First you start by mixing fuel and air and injecting it as a mist, then the piston compresses the mixture, and finally you set fire to it with a spark which pushes the piston out and drives the engine. This could lead to it being any number of things, maybe the fuel air ratio is wrong, maybe it's just because it's 40% low quality alcohol and you commonly want closer to 50% since this burns better. It could even be due to a high water content, which would be fine setting fire to it normally, but won't work as well in an engine. Honestly, if you want to save a buck, I'd get an ethanol conversion kit and just make ethanol at home to run your engine. Then again ethanol is pretty cheap in a lot of places anyway.
All alcohol is watered down to achieve the desired alcohol percentage. The most expensive 40% alcohol will have a similar amount of water as the cheapest 40% alcohol.
Nah Absolute Vodka and many others are also 40-45% usually you won't find it over 50% in the US. At least not in my state, I used to work in alcohol sales when I was younger. You can get "golden grain" or similar "distilled grain spirits" that's 190 Proof/95% ABV and it'd work better but I can't say it'd work for sure. Race cars and heavily modded drag strip cars often use Methanol and cars with a "flex fuel" kit or if it came that way from the OEM can also run methanol/alcohol. But you have to double the fuel rate so he'd need a new carb or new engine entirely to get much success so if golden grain does end up working it'll be super "putt putt" puny feeling.
