Meet the Infamous Debt Collectors of Indonesia

  • In Indonesia, the world of debt collecting is typically made up of darker skinned minorities from the Islands of Maluku in Eastern Indonesia who are locally perceived and stereotyped as being intimidating members of the underworld. But in reality, Indonesia's debt collecting industry is regulated and crucial to the country's economic stability.
    We met up with a crew of Moluccan debt collectors to find out more about their tight-knit community and the different ways they secure money for banks. Although they claim to be non-violent, some collectors say they use various "tools" to get people to pay up, from brandishing machetes to staying overnight at a debtor's home until the debt is paid. We also talked to a lawyer who's worked with Indonesians struggling with debt to learn more about the partnerships between the banks and the collectors, and the legality behind some of the intimidation tactics they allegedly use.

    I know this feeling. Your friend borrows from you and say he's/she's gonna pay it back next week. You easily lend but when the time has come, theres no sense of responsibility to pay back. On the 8th day you call to collect your money back but he say excuses or delay.
    Month has passed and hes ghosting you.
    Then you even go to his house and they play the victim, gives reasons bla bla bla and yourself looks like the bad guy.
    If you borrow money have some responsibility to pay back.
    Theres also people who just borrow but no plans in order to pay.

      KC Familam I think she was scammed. She said someone else take all the money. I think it's common in Asia, I certainly know the same case in Japan and Korea. People unwittingly signed a debt contract for someone else.

      I don't know the exact detail, it seems that you can claim a lost card or something then you will be given a new card without the old one get invalid.

      Daotaku Ning That kind of scam cannot happen. There cannot be two cards with same code number. At least in my country, but I guess it's the same in every industrialized country.
      By filing a loss/theft claim, the bank that supplies the new card will report the older one as lost/stolen, and flag it on the bank network. The bank will warn the user that from the moment they get the new card, if they somehow find the flagged card, they must NOT try to use it in any way, and return it to the bank; or more often, simply destroy it. Whoever finds it and tries to use it to pay for something will be denied the transaction (and can/will be tracked back by the insurance company), and if the same card is used to withdraw money from a cash dispenser, it will be swallowed and impounded.

      It's sarcasm mate, most of debt collectors aren't going to use violence as a mean of intimidation. They simply brandish and let their reputation do the work 95% of the time. I've known several debt collectors personally from my time in the Banking industry and they more often than not are just peaceful people trying to do a job which somehow are stereotyped that they were great at. Violence is the last thing these men wants since not only they were risking their life but also they might risking their family lives.
      Then you might say "But their will get more jobs afterwards because street cred blablabla" yes they might do earn more cred in the industry but then you won't necesserarily get more "job". You might even get the tougher job of debt collecting some really powerful/influencial men or women which has their own way of dealing debts. That own way is counter-intimidation or even lynching of personal family members. So basically they dug deeper & deeper into the rabbit hole, and they might never be able to live their lives comfortably

      John Smith hey John. I couldn’t help but be taken back by your utter stupidity. I just HAD to reply. In the context of the comment, you can clearly see I put tools in quotation marks to highlight the fact that they use machetes and guns not for their primary use, but instead for threatening people. They use them as “tools” for threatening. Hopefully that makes it clearer for you. Thanks. I have a great book to recommend. Great read. It’s call *Dictionary*. You’d find it fascinating.

      you can have credit cards and just be a 'transactor' : that is, pa the total statement balance (in full) on or before the due date. You won't ahve problems with it.
      The opposite is the 'revolver' : does not pay in full , perhaps only the minimum amount due. This is where companies make money the most, as the unpaid amount is slapped with high interest.

      this might sound racist, but many of chinese-indonesian take loans from the bank and act like that.. when you asked them in private casual conversation, they said that the bank had already insured the money, and they (the bank) will have nothing to lose, so there's no need for them to repay anything..
      so basically they don't feel guilty for taking loans and not repaying it..

Yes, most of us are treated unfairly just because we are of chinese descent, but some of us love to play victims and very racist towards outsiders, sometimes even to fellow chinese-indonesian that have mixed heritage or befriend people from other races

      But thank god, the current company that my father currently in, apparently runned also by a Chinese, had a very caring boss. He's even attending my grandma's funeral😀

    her friends have a debt to her 500 million, her friend give her a house certificate as collateral, but when her friend cant pay the debt, she can't sell the house without her friend agreement (the owner name in those certificates) , the Lady in this video have an idea to get loan from bank and use her friend house sertificate as collateral to the bank, lets say the bank give 3.5 billion as a loan, The Lady get her money back 500 million, and give 3 billion back to her friend. But the problem is that the bank expecting debtors to pay back the loan include with the interest rate, the bank dont like to confiscate and auctioned the house because auction price usually dropped & cheaper, if the bank can't collect the interest the bank will lose profit, that's why the bank still hire debt collectors, the collateral only be used on the last option for example if the debtors died

      Well, not a great strategy to begin with..
      Even if the bank decided not to send the debt collectors your way and just go straight to confiscate your asset.. by doing so, it will automatically put your name on the credit checking black list..
      As the consequences, you will never be approved for any loans in the future..
      And this is especially bad if you're a businessman.. because one way or another you WILL need help from the banks in one way or another.

    What most people miss and didn't understand that the Banks whom "employed" this collectors are almost always responsible. The end of this videos explains it all. I wish you guys could get the banks side of the story more in-depth.
    I used to work in one of the largest state bank in Indonesia and we are wholly aware that debt collectors are one of the most useful "off the book assets". We will never officially have ties with them (the collectors) and we will not acknowledge the collectors at any circumstamces if something goes wrong. So they are basically the black ops (no pun intended) of the financial industry. Which is needed in some situations.
    Albeit not all of the debt collectors are honorable man like Jemmy there (murder etc) and also some collectors act like a loan shark even if the loaner already paid the debt, asking for more money than it is actually agreed upon. This is the side that VICE misses on both the UK and Indonesian debt collector reports. I doubt they will ever get the chance to report on that side since it is a rather secretive and off-limits to any kind of journalistic coverage.
    But all and all an excellent reporting VICE, also i think i was present during your time filming in Bintaro!

    As someone who grew up in the eastern part of Indonesia, at first i was so scared when talking or interacting with Molluccans or Papuanese people in general. But after years and years living along side with them, they are actually very nice. They make the meaning of word "Family" and "Brotherhood" as the base of their lives. I was so touched and i respect them a lot and growing up in Papua, i can totally feel it. Even there's one guy, A Kei man (Kei is one of the Tribes in the Papua region that is famous as being so ruthless or just all around aggresive), he became a close friend to our family.. his family was known to be aggresive.. but we actually being treated as ordinary human beings with respect and love. We encounter many people that is being "Feared" by others.. but actually they are very nice.. its just respect them and they'll respect you to.

      @@macmcskullface1004 depends on where you want to look at it in Papua New Guinea. Because Papua New Guinea has a mix of Melanesia, Polynesia and Micronesia. And Maluku people here in Indonesia would mostly count as mixed Polynesian and Melanesian.

    A family member owed money to a bank, bad economic situation at the time. The bank sent some of these guys (mollucan debt collectors) to collect. The family member is a generous person who will help people in need around him and he employs a senior figure in the local mollucan community. Mollucans are very respectful people towards their elders, so when they came to collect the senior figure told them "go away, people in this area would kill for my boss". They just left scared and never came back (normally they'd come back in a bigger group). The family member paid his debt back. This senior figure is an interesting fella, I'd ask him about his past life when he was a bodyguard for a prominent Indonesian conglomerate family. How he would go to "business meetings" with a gun or how one of Indonesia's most notorious gangster even calls him his brother...good stuff.

    There was a huge case ten years ago of the death of a debtor who went to an Indonesian bank for debt consultation. He was in a room with debt collectors and there were traces of assault using a blunt weapon. Sure, the final blow was the debtor's high blood pressure, but the debt collectors can't be said to be totally blameless. I hope that they're truly better regulated now, even though I'm a bit skeptical

    This was a great video. I love watching portrayals of lesser-explored parts of the world and their works, as they usually have more traditional and old-school methods and philosophies. Yet, there will always be the newer blood who is trying to incorporate and experiment with creative ideas that may seem common to the developed world but arcane to the old, like the son using a more rational, almost sympathetic-like approach to his methods which made him appear weak to his elders. The incongruity is what makes us human.
    If I could suggest one thing for improvement, it is not of the production quality, but of the aura that the journalist has. No doubt she probably did something right to be accepted and not be shunned by the debt collectors, but I noticed throughout the video she was in a constant open-mouthed, baby gaze look. Perhaps try to keep the lips fully shut.
    Another room for improvement is the posture of the female journalist. I have noticed that she does not possess a charismatic posture...? As in she seems to sit back as if lounging, and almost looking unconfident. Might I suggest she have a more upright posture, and maybe even have a slight lean forward, as it visually shows the speaker that you are listening attentively to what they are saying.
    Even if this is not read by the intended recipent, I still hope that any random stranger that stumbles upon this comment may learn something, or even disagree with me. Take care.

      If you learn the colonial history of Maluku and Indonesia you will realize this part of the world was in fact heavily "explored". The main reason why Maluku is kept in the dark today is because it is in the black pages of Dutch History. The direct reason why the Moluccan people are forced into positions like these.

    In Indonesia is really had a lot of debt collector , especially on side of the city or a "slum" can i say , i live between them , i don't really seen and never get a debt , but its a common thing on a "not city" place specially on a poor family , and yess Maluku is the most debt collector and famous because of it , well...
    i live on java island , even thought theres a lot of debt collector
    its really hard i think to be a debt collector , both moral and your job is tested everytime
    oh and we had a lot of movie and tv show about debt and corruption , its really a common sense in here

    The reality of debt collection in any country is that part of it is based off intimidation and power. I used to do repos in the USA and trust me we were always 2-3 deep to show force and to show people not to try anything stupid. Also 75% of repo teams in the USA are legally armed. Trust me no one wants to give up their vehicles willingly esp if they’ve paid tens of thousands of dollars of it for years. Even 2-3 deep armed and all of us 6’2” or better 250lbs or better people came out w shotguns pistols and got into plenty of physical incidents. Best thing is to not get into debt and not to give the collectors a hard time, they are there to do a job just like everyone else so they don’t fall into debt lmfao

Do not let the lower class debtors handled by debt collectors as well as they also have difficulties to pay off. Civilized deliberation must be prioritized before being 'executed'

    These guys are doing a tough job, and fighting corruption while doing it. It’s actually really good and helps to change the culture in Indo that you can’t just bribe your way out of problems and destroy the country from the inside like what happened in the 90’s.

    Very good reporter! She is really good at being unbiased and doesn't try to 'paint' anyone as something. She does a nice job interviewing them as well. Hope too she more of her and you will give her more reports! A great journalist (not something you see very often in media, not at Vice as well... So please keep her!)

    "If you can pay, then have a loan. If you can't pay, don't" that is what i have been taught when i was a kid. Because my family were a poor one, and got saving moneys through decades now life better, no debt, no loans, just work and accept, eat what we have don't expect for more
