my dad was born in eastern Europe but made his way to Scotland in his teens, even after being in Canada for 40 years. Willie's Scottish accent had him in stitches every time. Wish i could show him this montage now.
Same with my friend. His parents were born in Scotland but they moved down to South Africa and he retained the heavy Scottish accent for 20 years. Never went away. Hilarious😂 Oh and he looks the part as well. Complete redhead with freckles.

I know it's a stereotype, however, and I am not Indian, so I can't speak of his offensiveness. Police Chief Wiggum, now that's gotta be offensive. Or maybe it's funny because it's the Simpsons. I'm not a cop either, so I can't say.

Offensive?! Willie was perhaps the strongest character in the whole Simpsons series. Sure, he is portrayed as a goofy and lonely Scotsman, but compared to Homer, Krusty, Barney, Apu, the Sea Captain and many more, he's a badass and kicks ass and is not afraid to tell how things are.
Deep down willie has a good heart who enjoys helping kids!
