Would I be wrong in pushing the rear up just a bit and measuring 20 ounces to put back in? Seems to come out of the hole where I usually change and not on the stick when level.
No, it doesn’t have an air filter element. Since it works in winter only and there is no dust, it doesn’t need it. On the other hand because this particular engine was not design for the snowblower usage, at Toro they adopted the air filter box as the heat box. So, it needs the air filter housing but without the element. When checking the oil, don't screw the dip stick in. That's what Toro says.
There is no need to push back the unit. As soon as it starts dripping out while filling, you are good!
