It is not illegal none of his attacks are, most of his infractions come from attacking the ref and lifting heights in the corner

His infractions include rage issues, throwing weights into the crowd, attacking the ref, and a half point for potentially applying a hot towel to himself (only because there's the possibility of it being a cold towel and he's just so hot from boxing he's legitimately steaming)

Y'know, it'a a rare moment to see a Turkish character in a video game with a VA. His words are probably hella confusing to outer audience, but as a Turkish person myself I actually enjoy it quite much. Sure "Yerim seni lan!" and other similar old Turkish phrases are no longer used, but the way he's scripted either his movements or his voice lines... it feels fresh and natural. The words are genuine... and sometimes brutal.
I always had a headcanon in my mind that he's just a chill dude who was born with a deformed head, and 'Bald Bull' is just a persona he puts on.
I mean considering how he is in the intermission cutscenes, it does seem to be mostly theatrics

At least he is not a cartoon character like Glass Joe, and all his attacks are legal, remember he first appeared in the original arcade game, in that game none of the fighters dress in improper attires, they always have proper Boxing gear, nor do they cheat to try and win, all of their attacks are just fancy fighting styles

As a Turkish person myself I think they represent our culture pretty well expect in animated picture shows its have more Arabic energy then Turkish energy. I gotta say even his character design is perfect, incomprating traditional Turkish look while not being racist. I love the “Seni şamar oğlanı yaparım” line very much. And maybe it’s hard to admit myself but yeah lot of Turkish people have anger issues.

none of his attacks are Illegal, his bull charge is actually a creative and very effective attack, and when he is knocked back he springs back up, however his infractions comes when he lifts weights in the corner, and attacking the ref after he wins the fight.
Another thing you could get him for is him applying a towel to himself in his intermission for TD. you're not allowed to apply hot towels, only cold ones. Unless that is a cold towel and he's just so angry the water is instantly evaporating from his pure rage alone.

his main negative trait (besides being a wimp when t comes to gut punches) being range may be a performance he its on in the ring because in between rounds he is talking with Doc and Mac and making jokes and hen hes training he seems normal, its only during the fight, after he wins and when hes being swarmed by reporters he gets mad (understandable many reporters are like human flys). hes also probably the most iconic normal fighter even showing up in other games
