For those who don’t know steel can become brittle and more likely to fracture at cold temperatures and handcuffs are made of steel I think that part got mixed up or he actually told them he had super strength
that is true, but a bit misleading. If you break out without injuring guards, you will not be sentenced for a "prison break" crime, since there's no such thing there. BUT, you still have to finish your original sentence, so you'll still be forced to go back. all that happens is, your sentence will not get bigger.

I forgot to mention that steel typically becomes brittle at about -30 °C and temperatures in the Abashiri prison house can fall to -30 °C
not only that but during that time japan's steel was an alloy and not genuine steel. it was pretty easy to bend and break it.
