If Aquaman was set before Justice League, Arthur also would have gone into it with the entire Atlantian army at his disposal too and he clearly didn't. He was still the hard drinking loner who knew only a little of his past.

I don't think it's a complete exit, though. Affleck is still an exec producer on 'The Batman', and hopefully--once his personal life is order--he can don the cape for a present-day movie. He's well liked and respected as Batman. Cavill is still our weird, wonderful wild card.
