Batou and Motoko, Cyborg Pals, had the closest bond on the show, and were in many ways the most alike. The Major was certainly capable of going "full Batou" when necessary, but as the commander she has to keep her icy cool at all times. Batou knows this, of course, and likes to tease her about it; he's always asking for an excuse to walk through fire for her. This little tickle on his titanium chin is as much of a kiss as Motoko is capable of giving. He even gets a little smile! They'd have some kind of a romantic relationship for sure if they both weren't so utterly attached to (and skilled with) their gendered prosthetic bodies... in canon, gendered prosth. bodies can't have e-sex, the wiring's not compatible and it's bad for your cyberbrain.
Mary really knows how to switch from a Militant mind to someone who knows how to bond with her teamates. Like I imagine this is what she and Richard would do behind the scenes, like it feels like an actual chemistry not just between the characters but also the actors. Such an amazing scene!

Motoko and Batou have more in common than anybody at Section 9, but it's one more reason (aside from the Major's all-business attitude) why both of them know it's not gonna happen. They're strong enough comrades-in-arms to know it without saying it, either. This is not a problem with same-sex cyborgs, which is why Motoko has her little harem of cute girls to jack-in with when she gets home from a long assignment. I have no idea whether this means most full-body cyborgs in male gendered bodies choose to be gay, but it stands to reason anyway.

GiTS cyborgs still have a sense of touch and and can feel anything an organic human can, it's more noteworthy when they cannot or choose not to. It could be that the reason they are not in a romantic relationship (assuming Batou has more than a simple crush on the Major and he is her type) is because the SAC version of Kusanagi simply does not want to let her social life interfere with her work, which is not a problem with friends with benefits.
I like how when you listen closely as she’s moving her fingers, you can hear the sound of the mechanical joints in her fingers whirring. Now THAT is some attention to detail!
One thing I've wondered is is she a cyborg with her human brain inside a cyber body because well spoilers for end of season 1 She got her head blown to pieces by a sniper which should have permanently killed her but she was still alive by the end.

You can't share a sensation if you're not both wired to process it. This is why the Major is canonically a lesbian (as much as that concept has any meaning to a full cyborg anyway... her sexy female body of course has no actual genitals). Even if all that wasn't true, she still wouldn't get involved with Batou. Way above anything else, she's a professional secret agent, with a whole team to manage and the weight of all Japan's safety sitting on her shoulders. Professionals don't sleep with their subordinate team members.

The major and batou have thrown down in the past (that's how he ended up in section 9) but the watch and smile was a distraction while she hacked batou's cybernetics.
Togusa's observation reminded me of that scene with the CEO in a Jameson "box with legs" body. The detective was probably freaked out because his idea of such "full-body replacement cyborgs" was on the lines of Motoko and Batou.
