Hello, so sorry for the confusion. There was a typo. It's supposed to be 2tsps of salt and 2tbsps of sugar. Thanks for catching my mistake, I pinned the edit, hopefully, that will help everyone.

It’s because the hot water is not at boiling point. If it’s 100C it’s boiling hot and I didn’t use boiling hot water
