It does more damage to most enemies since not all 3 arrow heads of wish ender will hit every enemy every time in practical use cases. Wishender is slower to draw and hit so you will do more damage with wish keeper since you will draw faster aka get the damage buff quicker and more of the damage buff in the same time you would draw and hold the Wishender. That is why wish keeper does more damage in the same time frame.

@@Treyortj_ draw time doesn't really matter that much since you have to HOLD it with to get max damage anyway.
