rtd theorised it and moffat confirmed it. though not intended i love how this shows another aspect to the doctor's dark side and how they can't save everyone. i also love this example of one showrunner building off of a previous showrunner's work, like what rtd has done so far in his 2nd era.
My brother was watching Torchwood and we used to share a room, I remember him watching children of earth and this scene shook me. I was probably about 13 and the idea of killing your entire household being the most preferable option, was just telling of the power of the beast they were facing.

I mean in-between Caecilius and Frobisher, there were probably a good amount of decedents that got to live a full life so in the end, worth.

Instead of the victims they portray themselves as, they are either the accomplices or the beast itself
When I first watched the scene the time between the third shot and fourth felt way more longer.
