Luffy is exactly the person roger was talking about, whitebeard realised that during the war, i think even if ace was saved, whitebeard would have sacrificed himself with his last orders being to assist luffy in his journey. The remnants of the whitebeard pirates will join the grand fleet and luffy has already declared war against the world government. The politics of one piece is truly incredible
