In most tournaments I dont believe so. But Im in Ontario Canada. I've noticed they are allowed at Blue belt when i've competed in the states, but ultimately check the rules of your tournament, but under IBJJF I believe not.
I dont like them because they will break someone's forearm if they dont tap. I know this because I broke someone's forearm... right by my ear.... took two steel bars and surgery to fix him.
You'd be surprised how many people are taught that these are just "pain" moves and that "you don't need to tap if you have a high pain tolerance." Simply not true. I've Built my game revolving around baiting these and so many people fall into them because of how underutilized they are.
