My guess is that Pantera wanted to start fresh in the 90's with Groove Metal and forget their Glam roots (even though this album is far from being Glam).

THE GREATEST BAND EVER
Sounds like one that was left over from the earlier glam albums but the Phil element takes it to a Judas Priest level. I wanted more from that guitar solo. It was exquisite but too damn short. Some of Dime's best solos are on this album. 👌

Although I do love Phil's voice on Vulgar and beyond its this style like here and Cowboys that set him up there, such a powerful great toned voice, just the right vibrato and attitude. I think when he changed he killed his voice, smoking booze and drugs didn't help either 🤘❤
I would argue the booze and cigs made his voice rougher and better suited for 90s pantera! 🤘🏻
