The green hue is a given. It can be fixed using the control board of a monitor to reset or calibrate the display. The screen will not turn on without a cpu or ram. So maybe the cpu or ram has been removed from the motherboard.
Just a note some laptops wont let the power manger to work without ram, I had this problem in the past no out but and most if not all laptops start from 19V
