- New York City has released the final rules of its permanent outdoor dining program designed to keep sidewalks clear for pedestrians and put limits on how long restaurants can keep their structures out on the road.
Among the biggest changes to the program popularized during the COVID-19 pandemic is the elimination of the much debated shed structures. The city is eliminating the use of enclosed structures by requiring outdoor dining setups be open-air and easily moveable.
News 4's Andrew Siff reports.

It’s an eyesore and very dangerous. Trucks hit them all the time.
It is so unfair that they can leave those structures up 24/7 and not get a ticket on the meter nor do they get a ticket for alternate street cleaning, but a different story for cars.
Take it down. If there is no mask mandate, then these shouldn't be around.
Restaurants can afford to tear them down because they literally make more money from them. If they don’t, then they aren’t using it enough to justify taking the space.
I won't say where I was eating, but I visited NYC in Sept '23 and ate at one of these outdoor dining areas. I watched 3 different instances of waiters getting their serving trays knocked down by passers-by. People just kept walking like nothing happened and one even laughed and spewed profanities. No one said a word except me, and all I said was "Wow". Anyway, I felt like a tool the whole time we were sitting there. We were basically in the middle of a busy sidewalk with people constantly bumping into us. Not the best experience.
I totally believe you - I live in Manhattan on the 2nd floor- I’ve seen cars go right through the damn shacks-sounds like a nuclear bomb.
You couldn’t pay me to eat on the street in the city.
couldnt pay me to visit that city
How much are they paying to take up Public sidewalks and streets ??
@@meiko_kaji you call these cars?
You pay for it with registration fees abd gas tax @@meiko_kaji
@@meiko_kaji no street parking is free. Its paid in registration fees and tax increases. There are restaurants that pay to take up sidewalk space for outdoor dining. I haven't heard any of these shed owners paying.
Nothing . Free for all these yrs. New program is very cheap. Sidewalks will be essentially rented for less than $29 ,a month
$1050 for 4 yrs
They don't even make sense for covid... You are literally in a box with no real ventilation. All these structures are closed in. This is just a way for restaurants to seat more customers. In heavy traffic areas... They make no sense. In residential areas, you are literally taking the little parking space available in NYC. Not everyone can afford to park in a garage... And the subways are only reliable in Manhattan. These outdoor building structures are getting out of control
Get rid of all out door dinning
Sidewalks = pedestrians
Streets = Cars & prostitutes
How is that difficult?
Sewers = politicians
Streets aren’t just for cars. Bikes, PEVs, scooters, etc can also use roads and are far more efficient than cramming a single giant car in the space that could fit multiple of those other transportation options. How is that difficult?
I approve of this message! I'm sorry, restaurant folks. I know this will be a pain in the A-hole to say the least, but it is a fact that these sheds take up much needed sidewalk space; we barely have enough space for people to walk the sidewalks in both directions comfortably as it is.
In addition, it IS an eyesore! Of course, we should continue to have outdoor dining as it is a desired dining experience enjoyed by both locals and tourists. Also, the outdoor dining setup does add a quaint and softer appearance and experience. But the sheds should go! 👏🏽
U need more space for your shitty dogs?
For 3 yrs the sheds gave restaurants FREE space. Sometimes more than double the tables of their legally leased space.
The grift was crazy.
Are they going to pay rent for using that space
He does pay for that "free" parking through the exorbitant gasoline taxes and never ending car registration fees.
@@meiko_kajiwhat free parking where please show us so we know where to park 3 free in Manhattan
Some restaurants have more square feet in the bike lane or parking spaces than they have in the actual restaurant. Is this all a Covid hangover or what?
And didn't pay anything for the extra space
Loading zones🤔
at least they did not charge property tax on those sheds, imagine
Why block the street covid is over you can go inside now!

Gods I hate outdoor dinning. Probably the 2nd worst thing that recently happened to NYC. 1st being the buffoon mayor we have.
It looks like shit and it takes more parking spots from the drivers clown act
Agree with the comments the pandemic is over, all these outdoor dining sheds need to be removed. We had more rat complains with these sheds and I’ve heard people say when they pass by them they see rats running around or drug addicts using drugs. Omg and parking is so limited. I refuse to eat in these outside dining sheds. At least with the new rules I don’t think the majority of the sheds will be back up. NYC should’ve got rid of all the sheds period.
28K 😂
look for the union label
Cost of materials= $1,900
Cost of labor=$ 2,800
Cost of dealing with NY's id10t regulations=$23,300
Outdoor dining is dumb. No parking to go to the restaurants and more rats.
They don't want parking. They want 8 million bicycles on the streets.
I mean , if you're the one driving in, you're the fool lol.
@@patrickh9937 nothing wrong with that at all hahah
"oh no!!! I can/t park my car as conveniently as I would like, I may have to walk an extra block *pearls clutched*
@@Tortilla.Reform What will they ever do? Use public transportation in the best city in the country for it?
I'd like the parking lot that is the streets of new york to be returned back to the people who use the streets...the pedestrians.
@@magvad6472 Exactly. Sadly lobbyists from the automobile industry, the oil industry, etc have been successful in developing the infrastructure of this country over the years to favor individuals in cars over a reliable public transportation alternative like other developed first world countries who have it (speaking of universal healthcare….)
More bullshit.
Might be Great ,but hope the mayor Adams don't make it into a sleeping space for the illegal Migrants!
The cost of shelters is paid back as free outdoor space rent and bigger profits, a cheap investment and windfall for restaurant owners who get to expense this cost anyway. Meanwhile, screw pedestrians and essential transportation, making traffic and pollution even worse when this should be more free-flowing and efficient. This is just another bureaucratic popularity contest that degrades the quality of life, just like the the insane congestion taxes.
And windfall when many restaurants folded because bullshit covid rules
The streets were made for moving vehicles! Get those structures off of the street!
You're right, get rid of the streets. More pedestrian only spaces.
Ppl who can't afford Driving vehicles all mouth

@@magvad6472how you going to get your food to the supermarket or restaurent? a shed on a loading zone means a truck will get a ticket. the company will pass that charge to the restaurant and your food will get more expensive. After a while people will put food stands on the sidewalk like in roosevelt ave in queens, and the restsurants will be closing and the sheds will have to stick it up their *
@@PatricioGarcia1973 You're right, no city has ever figured out how to allow loading and unloading but not through traffic or parking.
i think outdoor ding is a net positive like why are you drving a car in manhattan

Some businesses keep the outdoor structures looking nice.
Some are empty and dirty.
This is what has been causing congestion downtown.
They take up so much room in the street,it's impossible to travel by car. Plus if it snows, the plows would have to get through. All that dirt and grime and salt. And you have a nice cozy little place for little critters!
Yeah this aint paris lmaooo
The pandemic is OVER. Return the sidewalks and street back. The streets and sidewalks are so crowded even more than ever. Yes, the rat won't like it but what the hey there not paying taxes. Or better yet keep the structures up and let the homeless sleep in them.
28 Thousand dollars??? LOL ... Liar
When i eat out, i want ac ir heat, some quiet, cleanliness. I dont want to keep looking over my shoulder for a runaway cab or garbage truck
Ridiculous. All that’s doing is taking up parking.
- I live in Manhattan on the 2nd floor- I’ve seen cars go right through the damn shacks-sounds like a nuclear bomb.
Makes me so sad to see how people are mad at outdoor dinning and have no problem giving 90% of our precious street space to privately owned, polluting noisy, vehicles. Either free or heavily subsidized.
The noise. Obstructed sidewalks. Quality of life issues
If it's about cars. Parking meters will generate more ,$
Final nail in the commfdin. Nyc should pay for all these rule changes
Annoying eyesore shack junk
Another stupid nyc idea
With chaos, lawlessness and savagery running wild
Long overdue-as if we have extra space in Manhattan
They should get a tax break, to recycle the wood for tiny homes and other structures.
hello are you for real?
Ban pets in the city! Disgusting to see the amount of animals in this city!
They should just leave it as it is. My reason for saying this is when the COVID-19 hit and everyone was in a uproar about the shutdown. These very same structures made it possible for things to gradually get back to outdoors dining and socializing. So all in all I definitely keep them.
Like I get your reasoning but at the same time a good majority of these aren't kept up to code. we had a few of these sheds up here in the Tarrytown area and we were fine with them at first but then the restaurants stop taking care of them and they just became eyesores with frequent rodent sightings and used as storage by the restaurants.
@@madhatter1787 ok Great point. Never knew that.
Spoken like a true COVID fan.
Cannot imagine living in NYC. Was a great place a decade or so ago, no more.
How is this a bad thing? Virtually every major city on earth does out door dining...
@@jimbo1637And most likely every other City keeps these things clean and obstruction free. Not here in New york. I've literally walked past sheds like this and rats are just running out....Equally homeless people tend to sleep in these. Parking in New York City is already bad as it is keeping these structures permanently is just less parking.
@@madhatter1787 cars make NYC worse, so I'm glad that they're removing parking spots. And othere other issues aren't about outdoor dining. They're about DSNY not doing its job, which is a completely separate issue.
3 decades ago. It's over Johnny, ITS OVER!
@@mikewest6569 the per capita murder rate was WAY higher in the 90s, but ok.
Frankly this city can feel like a parking lot, and given how much we pay for public transportation and parks I'd rather we get more of that and way less of private property sitting on public space to gather dust. Your privately owned car can go pay for a garage spot, there is plenty of parking realestate...underground. The rest of us spent 3 bucks to use readily available public transportation.
Want to park a car? How about this little thing called a garage.
Don't stop at street parking, how about just cutting out all the useless streets in this city that get no traffic? Talk about improving the way of life for the people that actually live here.
The only reason the buildings look like trash is because the city can't decide to just let them be permanent. Why do they have to be removed in the winter? If people knew they could invest in the space without it being taken from them by the whims of the car lobby in this comment section, maybe they'd be more willing to invest in beautiful outdoor dining spaces.
These rules are a nice step but the idea of awning only outdoor seating means no bodies in seats during any rain. Hopefully them being permanent will at least incentivize businesses to invest in long term outdoor seating options for more beautiful streets...and more beautiful streets means less ugly cars.
THANK YOU. Mind boggling how many car-brained individuals there are in the comments celebrating this, when traffic violence is at record highs and reckless driving is endemic. Reasonably 90% of our streets should be decommissioned for parks and public spaces. Maybe, perhaps there’s a place for cars but I’ll tell you the city is not one of them. There’s a fight going on in this city right now and every step of the way people like us need to show out for safe streets, for public health and the environment. You should look into Transportation Alternatives, they’re doing the lord’s work.
You both for sure spend all your welfare money on Uber and Lyft
@@judevientos4039sounds like a car owner to me I wish there was nothing but walking then y'all wouldn't have to take diet pills . I mean I think walk is the only way to travel the earth no bikes no buses no means no pollution.

I'm glad they are going away. Do away with that.
I really like all the outdoor dining. I think it adds beauty to the city and in the summer it’s more fun to dine outside…it’s festive!
The car lobby wants to destroy any semblance of what made New York sacred in the first place - the streetlife and places where strangers could gather and zone out and watch the whole of humanity just passing by
No wtf !!!!

$28,000 dollar to build, was paid by taxes payer dollars (PPP loan). Those money never was paid back to government by restaurant owner. So go figure. I don't feel sorry for most restaurant. Whole system is fraud. At end little peoples got F.
During covid, the least expensive structures started at $10k. If restaurants are forced to take these down, will they be compensated?
restaurants pass everything to the customer including healthcare premiums, credit card use fee, exorbitant tips not to mention small serving size. i wouldnt be concerned how much they already made if I were you.
@@SuperTinoti That's a good point. my first instincts was to thinking of the pain that 10k loss can be. even considering the costs you mentioned above, i've stopped eating out for the most part as the prices are too high for the shrinking quality.

Making life of disabled and old people difficult to find parking . restaurants having 30-50 people sitting arrangements have captured side walks half blocks for this stupidity .
