Now Michigan has the culture problem. The game just isn't as big in Ann Arbor as it is in Columbus. Ohio State fans are a rabid fan base, Michigan's fan base is not. I've been to 3 Ohio State Michigan games in Ann arbor on the last decade. The Ohio State presence in the stadium is very noticable. It's a culture issue around the program that's the difference and harbaugh hasn't changed that and doesn't look capable of inspiring that change anytime soon
