I love that Fat Chance brings up 'botched science experiment' and all the supervillains are just immediately understanding and sympathetic.
Omg it's the Talent Show judges meme all over again.

To be fair, Manic Eight Ball seems to actually have precognition, as both of the questions he answered were entirely accurate. The only downsides are that he can't always answer every question put to him, and he has the potential to give ironic twist answers but he's still more useful than the Premo's, whose premonitions only seem to make sense in context once the actual predicted event happens
To put into context. The person 8-Ball was answering on was Dean, the boy Underbheit was having was Dean as he was attempting to marry him, and the reason this Dean would last longer than others is because he is the Clone that is the last living of Dean.

Fun fact about Brick Frog, he was actually created from one of the writers childhood
He was outside playing with his older cousin one day, and his cousin had on a foam frog mask his Mother had made for him for a school play. The two then decided to play superheroes and super villains dm his cousin then just picked up a brick and said “I’ll be the Brick Frog!” And they both died laughing
So Brick Frog was created as a nod to that

Not to mention divorces since no matter which wife you divorce you're still married. It's a big mess, so I can see why people think polygamy is a bad idea.

Viceroys also act as representatives of a monarch, essentially their number 2 in charge.
There's also a third one called a "Queen," but it's mimicry is less passable.

Long story short the place we where going to do our villiany had a furry con. I was dressed as a fox and they yiffed me for 3 days.
Fat Chance has a pretty decent power. Plus, Dr. Killinger trains him later on.
And even IF he didn't control it, he could still just spend the day pulling stuff out of there, and sort the good stuff from the crap.

Chalk that one up to the Korean animators who likely spoke little to no English. Another example in the early seasons is a poster above Dean's bed that's supposed to say Encouragement but is misspelled "Ecouragement"

Monarch is a better written arch-villain than most superheroes. He's damn near the protagonist of the show.
If Rusty and the Monarch switched places, the show would continue exactly as before, except they'd both be happier.
Monarch's brief stint as the Blue Morpho proved he's incredible at foiling bad guys, and Rusty's mad science was exactly what Killinger saw would make him happiest.
