Joe Quirk is President of The Seasteading Institute and co-founder of Blue Frontiers. The world cruise ship is a good example, but they cater to the financially elite segment of the population. Seasteading should be accessible to everyone.
You say 'we need smaller cruise ships,' - they have existed for many decades since the mid-60s and 70s. Seasteading entrepreneurs are missing out on a potential customer base: cruising families, many of whom are retired, semi-retired, or work remotely. They require shore-based business services.
Private flagging registries to compete for this market is a good drive.
Another path involves creating shore-based service facilities in numerous free trade zones to attract and compete for this customer base, offering services ranging from being an agent for flag registries to providing boat yards, moorings, fuel, shops, marine services, and more. Providing some of these services for free could serve as a significant attraction for this client base.
Now these places are sinking in the waters. Tsunamis too. Why not good land that can't be taken over.
