How can you possibly tell what the story was saying? It looked like the witches were the aggressors in the way it was portrayed. But who actually know what was intended?

Hard to say. The witches didn't seem inherently agreesive, they only wished to defend themselves and maintain their isolation

They have different perspectives and beliefs of course, but I'd say the Empire was evil rather than the sith or jedi
