I'm not sure what it's like in other areas but where I live, stocked fish are expected to be kept and not to create a self sustaining population. Very few stocked trout can survive the summer in WV.
Imo if you’re fishing in an area where the population is too small to keep your catch, you shouldn’t be fishing there. You’re just out there harassing and injuring wildlife for fun.
I'm pretty sure if someone came up to somebody who had mental disabilities where they were about the same intelligence and awareness as a fish and then did that to them, I don't think you would call it "ethical"

How to ethically kill a fish: don’t kill a trout they are a game fish that’s why there are no big trout left
You could get a sign and post it at the lake I eat a couple but the other 30,000 people just keep catching and killing.
