I use regular garden soil from the landscape company or just what the box stores have on sale. But I condition it really well with lots of my own compost, peat moss and vermiculite. Peat moss helps the soil to hold moisture and vermiculite helps to make the soil loose. Vermiculite can be a little expensive, but usually farm stores sell it cheaper than box stores. I like Amazon for a lot of stuff, but don't buy this from them, learnt my lesson from that one! When I'm planting the slips I mix bone meal, potash (phosphate) and a little soil acidifier in the hole and water plant deeply. About four weeks later when they have a little height I give them more bone meal and a dash of potash. I don't usually do nitrogen because if it rains much we get nitrate from the rain. Moreover nitrogen cause them to put energy into growing leaves instead of potatoes. All you need is lots of water and good hot sun. I also add straw mulch to help retain moisture. Once your vines begin to bush up that provides some shade too and you are all set until harvest time. I hope this answers your question.
