They spent the money on removing 36+ tons of garbage from the lake! Now we know why the homeless camp in Echo Park looked so tidy compared to other homeless camps. They were using the lake as their septic tank and landfill.

That is a beautiful park, created to give the people of Los Angeles a place to get out of the city to refresh their minds even if only for an hour or two.....enjoy it, keep it safe, and keep it clean.
It's more of red zone issue. I think certain areas vacant lots or beside bridges or some under passes could be zoned. Drug user want areas they can live like this cause they can't afford rent and don't work. But still offer them bunk house trailers with showers and toilets and periodic outreach. Containing with a fence would be good with big garbage bins.

I lived in AZ for 32 years . The desert doesn't want them either ! They police and park officials do protect it and will kick thier asses off quick it's to be enjoyed like the parks. Cali is finally offering then housing/hotels and they dont want that either.
