As a Peruvian i'll shed some light on the economics part: Perú is the most stable economy and fastest growing of all of South America for the past 20 years, i went to Cusco 14 years ago and the land was 10 times cheaper, at least. The mountains had no houses, etc. But now that the country has grown, everything is more expensive and specially in Cusco there isn't a lot of room to keep growing the city and if you think about it, living 30 min from the city center is actually a luxury. As i said before This neighborhoods didn't exist 15 years ago, in a developing country that's a lot of time, 15 years from now they will be fully fledged middle class houses. Really big houses at that, with a perfect view of the city and very close to the center. Now, 30 years ago, ppl like Cirio and his family would be living in mud brick houses, tiny, and with no hope of improving their lives, its a massive contrast in a span of 30 years from the 1990s to now. At least in those few countries that have had decades of sustained and sustainable (not debt fueled) economic growth. Cirio has lived in "both Peru's" he knows, and i'm happy he's taking advantage of the new opportunities our society is finally able to offer all our countrymen and woman.
