I’d actually argue that no, it isn’t because Kula Shaker, although made up of white members, has Indian musicians play the Indian instruments used on their albums, as well as following a traditional Indian song form (slow improvised beginning before speeding up into the main part of the song) in some of their music. While they obviously use many Indian elements, I think they do it in a fairly respectful manner.
No, this isn't cultural appropriation. They add to the experience with their unique style, and create a new thing. Just listen to their version of Don't Worry and Be Happy on this channel. For me their music is a good example of East + West. I am from India btw.
