You don’t really see him hug anyone in the show, except maybe Tina. So this is a hug that he needs.”
Carmy is feeling guarded with Claire because he doesn't like being vulnerable, and also because he's questioning whether or not he has time to get involved with someone while he's trying to get the restaurant opened on a bonkers timeline.
I don't think the show is set right in middle of the pandemic, because there's no way in hell anyone would try to open a restaurant at that time, but I think rather right at the tail end... 2022 or so. Last season when confronted about selling drugs in the alley, Richie said to Carmy, "How do you think we got through COVID?", suggesting that the height of the pandemic was in the past.
This show is set in 2022. The first season came out in June of 2022 IIRC & the second season seems to begin right after the events of the first, so it’s safe to assume that it’s still 2022, but I could be wrong about that. There could have been a time jump in between seasons.

I have made pasta and pizza, once you know how, not time consuming and totally worth it. You should definitely try but choose the right grain…
