    For those wondering why it’s been 2 weeks since last post: a house we were going to move into, fell through last minute, so we have been scrambling to find another house since the rental home we are in is up in a couple weeks.     As a serving UK police constable, i cant thank you enough for covering Andrew's story and Harpers law.
    This story shook all of us and we are all grateful for the campaigning his wife and family have done to get Harpers Law made.

      In some US states this law exists and I believe it’s part of why OJ’s book’s profits went to Nicole Simpson’s family and not him.

      They have made some laws preventing profits from books, movies, and other forms of media and merchandise related to the criminals offenses. Not sure if it's nationwide or state to state. Should be a federal law for sure though

      Totaly agree. An eye for an eye is not always the best Management of punishment but i think a fitting one would be to show them for a couple hundred feet and at half the speed what it feels like to be dragged behind a car. And after that Chuck em into prison for 15 years without parole.

      I agree with this comment 100%. I feel physically sick...this is one of the most horrific murders I've ever heard of. Sending all my love and prayers to his wife, family and all those affected by his passing. He sounded like an amazing man that was taken way to early. I think he would have gone on to do so many amazing things in his life. I also wanted to send prayers to Andrew's partner as I'm sure he's been impacted tremendously by the death of his partner and friend. I hope you all find peace in due time.

The stolen property was also recovered. So did he have to chase the man and grey car on foot. No. That was poor judgement and it accidentally cost him his life.

    In much of the U.S. there is "felony murder". If you are committing a felony, and ANYBODY gets killed, that is felony murder. Not only would it apply here, it would even apply if the third robber was the one who got tangled in the rope and killed.

      I was going to comment this. Although it's more broad (I think you can be charged with this if some has a heart attack and dies as a result of the shock of you robbing them for example), it's not usually going to be a life sentence. It's considered a lesser crime than first degree murder, maybe on par with manslaughter, though I'm not a lawyer.

    I feel for Andrew’s widow-I too was widowed in my late twenties. Even now, in my mid-forties, my life is bisected into two; the before and the after. I hope she’s coping well, and finds happiness again.

      My condolences for your loss. I know how hard losing your spouse can be. I lost my first one in my late 20's. Our two young daughters are the only thing that kept me going. Fast forward to late 2020 where I'm now in my late 50's and I lost the love of my life after almost twenty years together. I really understood what you meant about your life being split in two. I want the life I had with my husband, but now I'm stuck in a life alone and all the plans we had made are gone. My kids are grown now, no family support, no real friends. It's very hard.

      As infuriating as it is, the Prosecutors putting murder down had a tough job to begin with. They had to prove that these guys intentionally committed the murder beyond any reasonable doubt. They all still got many years in prison for manslaughter. There are other cases where the prosecution overreached a bit with a murder charge instead of manslaughter

      Something similar but worse happened in 2007, in Brazil. Thieves dragged a 6-year-old boy strapped to his seat belt for 7km (4 miles). Witnesses tried to warn them, but the thieves just laughed and joked about it.

    When I heard that the men claimed to not have known about the cop being attached to their car I was floored. There’s NO WAY they didn’t hear him smash his head before falling behind the car.. and towing a body is a lot more difficult than a vehicle, especially if they’re trying to escape.     I’ve seen comments like this before, but never thought I would write one - Andrew was based at the station in my hometown of Abingdon. His death had a real impact both locally and nationally, with an outpouring of support for the Police, especially in the Thames Valley area. Thank you, Mr Ballen, for acknowledging this story and for respectfully portraying and recognising Andrew Harper for the hero he was. Lissie Harper is a hero, too, for the tireless work she has done to introduce Harper’s Law. That those boys were so disrespectful at their sentencing still makes the blood boil. That their sentence wasn’t extended for it is in injustice in itself.

      I don't know how a trial like this is judged in Great Britain. Here in the U.S. you are judged by a jury of your peers, after considering all the evidence. It's not perfect and we have bad outcomes as well, but the evidence and intensive tests with the dummy by the experts, I think those 3 monsters would've gotten a life sentence without parole. Murder in the first degree.

    My brother was killed in a hit and run when he was only 17. He died. His killer never went to jail even tho there was a trial and they GAVE her the car back. The car she used to kill my brother. His name was Andrew to. I’m so so sorry this happened to this incredibly kinda man. Life is not fair.

    Ugh this is heart crushing…I’m so sorry to the family of Andrew.
    My cousin was murdered at the age 16. The teens who shot him were his “friends”. During the trial they were acting the same way as the teenagers in this case. Even while we read our impact statements, even while the prosecution showed the court the snap chats of the murder (where they were laughing and recording my cousin laying in a pool of blood), even when they were sentenced to life in prison with the possibility of parole in 25 years….they were laughing and acting disgustingly disrespectful.
    I can relate to how this family felt while witnessing the behavior of the people that took our family from us. It takes the pain to a different level!!!
    I’m wish there was a law or rather have this behavior taken into consideration during the sentencing and at parole hearings.

      I actually predicted pretty early on what had happened to that poor man. But when I did my heart absolutely sank. My stomach literally turned. It was similar to a case in America of a black man that was tied to the back of a truck by three white men. At least those men were executed for their grotesque crime. The sentence's passed down to those smirking, remorseless shits was an absolute disgrace in light of the suffering that was caused, and it makes me ashamed to be from England, with it's whimsical "justice system" that needs seriously updating.

    As a mother of a victim of hit and run, I can’t imagine the pain of this family. My daughter survived barely - had her leg amputated, the guy got three years. It should be life.

    Stories like these are why my husband asked me not to continue pursuing law enforcement.
    It's absolutely disgusting that those boys get to start their lives at the age they murdered Andrew. This is a frustrating case.

      Any system has its flaw and we clearly see one in this case, and I am glad Mrs Harper have lobbied to make sure anyone who commit this crime will serve life sentence in jail. Yes, it is not fair to Mr Harper but at least he will be the last one.
      As of those teens, I wish Karma come to them and news break so average people like us can finally see justice has come upon them.

    Couldn't believe when you started talking about this. I live 5 minutes down the road and went to school with the kids that killed him. Horrible kids from horrible families. They initially tried to blame it all on another kid from school who wasn't even there.
    We've always had an issue in the local area with travellers robbing houses and causing trouble. Sulhampstead (where it happened) is actually a really nice area but they ruin it. Anyway, the caravan site where they all lived is abandoned now. RIP PC Harper

It’s evolved a bit however…Americans are only 400 or so year old natives as a civilisation, People forget America was built by Europe not so long ago inn historic terms.       He was a victim to murder by these killers, and his actions hail him heroic as he helped with their arrest.

      In one video, someone posted I wanna say 40-45 times claiming this proved he just made "shit up."
      People like to be miserable. His stories are great and...sometimes they're actually important. This story here would be "Cop killed in line of duty." We hear so much about the killers, but often hear very little about victims. It's not necessarily important to this case that he sent that letter to his childhood sweetheart, but it IS important to this Man's story.
      You never really know someone you don't personally interact with...but I'm reasonably confident he's a good dude.

    Being a veteran and having known the bond that one forms with their partners and anyone wearing your uniform, I can't help bur feel a deep sadness for Mr. Harper's partner. The regret he must feel to this day. The survivors guilt we all feel when losing someone.

    I'm from the UK and this was huge news at the time and when the monsters got sentenced. I have never seen that disgusting footage of them laughing at the camera like that. It shows how unremorseful and lacking in any morality or guilt these people have.

      Trouble is here in England sentences for teens to me are far too lenient and something needs to be done as crime with young teens and children are getting worse and they are getting younger. Its because we aren't allowed to punish our children as they see it as child abuse and that's what the naughty kids cry out if any one of their parents lay a hand on them. It didnt do us any bad we were scared of our moms never mind our dads lol. I just hope that one day they will change the law and pass deeper sentences and place them in with the real killers and see if they are tough guys then and split them up. you stay safe out there ok ... xx

      @@MJARTBYDAY unfortunately it's not just a UK problem, it's a "Western Civilization" problem. Though here in the United States it's with all criminals in general, not just "minors." I have several friends from the Army who went on to become Police Officers all around the US and it's the same story with them all. They arrest people for serious crimes that include weapon charges (guns, knives) just to discover they already have a dozen or so charges / convictions for violent crimes with and without weapons that they received little to no time for and or were out on bail or probation. Then they have the same result with the NEW charges. The biggest question my friends say they have with people they arrest with firearms isn't "why do these people have access to guns." it's "Why are these people not in prison still."

Its frightening that all those kids were doing was laughing at the cameras thinking it was a joke. Their sentences could only be short as they are minors and when they get out they will start all over again at robbing. There are plenty of rough areas and I am guessing there are all from them but sometimes they come from loving homes and their parents could have a bit of money and still they could commit crimes this vicious. Killing an officer of the law is serious as well as a person off the streets but an officer they will nickname them cop killers but they wont even care. I just wish that these days parents should be allowed to punish their children within reason but all they can do is take away their consoles and send them to their rooms.     I work for a law enforcement agency in the US. A few years back we got a visit from a Thames Valley officer who was in town for vacation, and he gifted me a Thames Valley bobby hat. I keep it in my office. Whenever I look at this hat now, I will think of Andrew. What a hero. RIP brother.

    This story makes me feel so infuriated, it's so painful to hear about such a tragic death of a police officer that could be such a dreadful way to die. Feel bad for his family that they had to be taken away from their loved one so soon in such a horrendous way. Story aside, we are all sympathetic to how stressful these situations can be.     Lack of any remorse (even sticking to their story that they didn't know they were dragging Andrew) really makes you think something is broken inside these people and makes you feel they will continue, in some fashion, to victimize others because they have no ability to empathize.

    This horrifying crime happened really close by to where I live. The suspects were travellers and nasty pieces of work. This was a deliberate act and they knew exactly what they were doing.       Bro i’m fucking neighbours with Albert and his family. They all live in my small village of Mortimer, except Jessie who lived in Tadley about a 5 minuet drive down the road and these guys were literally our childhood bullies. They are a nasty piece of work and in the aftermath of all of this Henry’s dad (Dinky Long) would walk around our local park drunk out of his head bragging about what his son did. If you knew any of these people on a personal level like I did you would know something like this was bound to happen; Henry even bragged about how he would happily murder someone if they crossed him. He was arrested countless times in the past due to countless things from robbing to assault but everytime he was let free due to his family intimidating witnesses and the police in general being scared of him and his family. This could have easily been prevented if the police did their jobs the countless times he was arrested for other things but they would rather not go through the hassle unfortunately.

    I was a sheriff's deputy in the US years ago, and ended up being dragged by a car driven by a convicted murderer who had a firearm. I was only pulled about 60 yards, and even in that short amount of distance I lost a shoe, my radio, and several other items. My slacks were torn, and I was bleeding on my leg, and hip. The car was finally stopped by another deputy who jumped in through the driver's window and pulled the shifter into park.
    I know that even in my short time of being dragged I was terrified, and pissed off. I cannot imagine the horror that PC Harper must have felt, knowing that this was not going to end well.
    Thank God for the changes made to the law in GB, and hopefully someday those 3 miscreants will meet the justice they deserve. RIP PC Harper.

    I grew up a stones throw from where this happened and would drive Admoor Lane regularly, it really is creepy to drive along at night and a super tight road to be doing those kind of speeds on. I also knew of the boys who did this, Henry grew up on the same road as me. I can’t imagine what Andrew endured and what Lissie is still going through, I hope she finds some peace.

    I cannot imagine the absolute horror everyone must have felt when they realized it was Andrew who’d been dragged; I mean genuine horror, as in the brain refuses to accept what’s it’s processing and for several seconds it’s just a loop of “ No, no, this isn’t real, this can’t be happening, it can’t be, it can’t be, it can’t be!”
    And God, poor Andrew. It breaks my heart to think about how much pain he endured, the fear, and helplessness; it’s not right, he deserved better.

      From the description John gave and the fact that he didn't cry out, I'm guessing he was knocked out immediately, when his head hit the pavement. It seems as if no one saw Andrew until he was freed from the rope, so there wouldn't be a "that was Andrew" moment of seeing him dragged.
      Other than that, yes: horrific.

    So sad. The cruelty and lack of empathy of these three kids is almost impossible to digest. Here in Spain, a horrible crime, commited against a woman called Sandra Palo, by a group of teenagers also boosted a change in legislation.
    I always wondered how it feels to realize your 16 years old kid is a monster. Must be unbearable.

Parents either don't want to be bothered, or in modern times they're too busy trying to work multiple jobs to keep their head above water so they let their kids do whatever without keeping an eye on them.       How the hell do y'all not have the death penalty thur? If u kill ANY law enforcement in The Americas, you are getting killed yourself if found guilty... like in record time. They don't even allow em to sit on death row, they fast forward the sentence for a quicker punishment (usually after just a few yrs. Instead of 10-15 which is the usual wait cause the lines so long).

    The most horrifying aspect of this story was the total lack of remorse and empathy, and the smirks on the faces of the teens. It's amazing how this triad of evil managed to find each other and unanimously decided to wreak havoc on society!
    Keep that optimistic outlook while finding a home, and it will happen when you least expect it! It works kinda the same way as falling in love, I think.

    This makes me angry in a way I can't describe. The lack of remorse, the cackling and carrying on is such a slap in the face to Andrew's family. I feel for his wife especially, because they had just gotten married and he died in the line of duty, trying to make the community a better place, and these little punks will still get to live whatever scummy lives they will have after they get out of prison, but Andrew will never have his chance to live his life to its completion. That's so unjust and unfair. I'm glad they passed Harper's law, but it just sucks that it isn't retroactive. I don't often get upset about cases, but being raised in a military family, and having a dad who is a retired Petty Officer and a granddad who is a retired Master Chief (Both US Navy of course) respect is very important to me, and I get pissed off seeing injustice and even more seeing it combined with disrespect.

    I’m still gutted from this case. Believe me, many are furious that these 3 got off and acted so callously. No one would be surprised if something ‘unfortunate’ happened to the maggots in or out of prison. Thank you for covering it. Poor Lissie and the families.

      Nothings going to happen to them. The fact that they were given manslaughter by a jury in the face of how horrific this was instead of murder just shows how feckless Brits are. The police don't even carry guns - why should anyone fear them or care when facing off against them? Maybe if Andrew had a gun he would have been able to shoot the kid and/or the car/tire. He didn't stand a chance as it was.
      Also, Lissie got that law changed but, if they really writing a book for profit, it sounds like she should be fighting to have another law created - the inability to profit from your crime. In the US, you are not allowed to profit off of your crime. If you can do that in the UK, then she should be filing a lawsuit against the boys so that she could get all proceeds from the book so they can never make any money off of it.

      Lives lived like that seem to be one of the strongest arguments that there is a hell. Where else do such wholeheartedly committed servants of evil go? And who would be their lord? They are the polar opposite of Andrew, who was so loyal that, God forgive me, I first envisioned a large guard dog when his virtues were described. They would not even want heaven, or access to it except to cause trouble if they could.
      If they had but any scruple they might thereby be saved... but this looks so gratuitous.
      Misfits? How about determinedly-won't-ever-fits.
      Big caveat: as far as any of us are placed to observe. Still, if Andrew had to suffer on his way to glory, imagine how hard it would be for that gang.

    I knew that case, and the source I heard about it didn't hesitate to go into pretty much graphic detail. Which was quite horrifying. But here's the thing: Without ever giving the same amount of graphic detail, Mr Ballen makes this case even more horrific, because he makes you perceive "the victim" as an actual person, who would have had a future, and who is greatly grieved by the ones he left behind. Thank you for treating Andrew's memory with the amount of respect he deserves, as a human and a person.

    When he said he was attached to that rope my mouth literally fell open. I was not expecting that. This is truly a heartbreaking story. Unreal they didn’t get found guilty of murder. All three should be in jail for the rest of their lives. When they get out they will be way worse with all they see/hear/learn while incarcerated.

    I honestly thought you were going to say that he was killed because the killers grabbed him and pulled him into the car with them. But then that would've given him a fighting chance against what I now know were 17 year olds. This ending is much more heartbreaking and I can only hope that Officer Harper died quickly or at least lost consciousness so that he didn't suffer long. I cannot believe those kids got off murder, especially with their attitudes. Do they not tack on more charges when you flee from the police? Here in the US if you evade arrest that can get you more time in prison.

      This was very clearly an accidental death. How is this "never supposed to happen again"? It was a freak accident, very clearly. "Oh okay I guess I won't accidentally Reub-Goldberg someone to death!" Hmm, doesn't really seem likely, does it.
      EDIT: These people did deserve life sentences, not because they killed a cop, but because they killed someone and were happy about it.
      People like that don't belong on the street, they belong in jail.

    Oh my god that poor young man. Just a nice dude that wanted to help others. We lost an officer in my area last week. His name was Bradley Johnson and he and another officer were shot while pursuing a felon with a LONG list of crimes. The other officer survived, however Bradley was shot in the head and didn't make it. He was 32 years old, had two young daughters, and was engaged to be married. At the time of the shooting, the felon was out on bond, which is being investigated since it is unclear why this was allowed to happen considering his laundry list of active open charges/crimes. Bradley was on the phone with his father planning a fishing trip only a couple of hours before his death. The world can be so senseless.

      @Yung Grandma I've been a security guard for almost three years. Around two months in, I was stationed at a hotel (unarmed except for OC spray) where addicts had been breaking in, trashing rooms, shooting up in rooms, and threatening staff and guests with knives. It was a relatively nice hotel in a pretty nice area, so the situation was kind of odd. My job was to patrol the halls, particularly the 3rd and 4th floors where the incidents had been happening. This was 2020 at the start of covid, so the guest amount was limited to maybe 30, and each floor had about 50 rooms on it. The guests were only roomed on the first two floors. I think the most that were ever there when I worked were five. The hotel was shaped like a bird with a straight center strip about 50ft long, then both hallway wings would angle back and were maybe half a football field long each. These were some long ass hallways.
      It began with a room light being on every single time I arrived. There was one guy who ran the overnight front desk and one custodian who left when I got there around 10pm. Each one assured me that absolutely no one went up to the 3rd or 4th floor to clean or do anything. Not guests, not staff, just the addicts, but there hadn't been an incident since our company was stationed there. About 20 rooms had been trashed and none of them were touched in the month I worked that site. When I'd get there, it became a routine to go up to room 439 (on the left wing) and turn the light off. Sometimes it would come back on on its own and I'd have to shut it off again. And these were flip switches, so they were being turned on intentionally. It wasn't an electrical issue. For maybe two weeks, that's all it was. Just an odd occurrence. That hallway always gave me a sick feeling, but I couldn't place why. And that room sank my stomach every time I entered it. It felt like the room from 1408, like it was going to trap me in there if I didn't hurry. It was also the only room at the end of that hallway that was untouched. Six rooms had been broken into (two of which the doors were broken off the hinges) and trashed. 439? Spotless, directly in the middle of the others. Every time I checked it something was slightly out if place. A drawer would be half open, a picture crooked, a pillow off center. Didn't matter that I fixed it each time, another thing would change.
      My third week there is when it got worse. I went to turn the light off as always and then after clearing the other floors went for my usual patrol outside. On the sidewalk at the base of the building under where 439 was, a rabbit hopped out from a bush directly in front of me, looked up at me, looked up at 439, then hopped away. I took it as just a cool little experience until it began happening every single time I walked the lap around the hotel, which I did every hour. I started to get the feeling that it was attempting to send me some kind of message, but I (despite being a pretty open believer of the supernatural) didn't want to believe the sick feeling I got from 439, so I brushed it off. Later that week, I was walking the floor of 439 when my flashlight began to strobe. It got worse the closer I got to the room, and upon unlocking the door and crossing the barrier to the room the flashlight died, leaving me staring into the pitch black of this room that sickened me to my core. I closed the door and went down to talk about it with the front desk clerk as we'd discussed supernatural occurrences the previous few weeks after the light became a constant issue, and he was determined to see this for himself. He locked the front door and followed me up to the room. I thought to myself the whole way up, "Great, now it's gonna work and I'm gonna look like a paranoid crazy guy." I shit you not, several steps down the hall my flashlight began to strobe and got worse as we got closer. I unlocked the door and put my hand over the barrier into the room and the light died instantly. He started freaking out and turned the light on in the room and wanted to look around. He told me he felt sick just being in the room, which is something I hadn't mentioned to him that I feel every time I've gone in that room. He decided he wanted to get out of there asap, and said he'd see me later. The night went on and around 4am I went into that room one final time and said, "Look, I'm done coming in here. I don't know what kind of evil shit is in here but leave me the fuck alone and go back to where you came from." That was a mistake.
      Maybe 10ft down the hall was the emergency staircase, which I always took back down to the first floor. Two steps down the stairs I heard the door to 439 open and slam and loud footsteps stomping towards me. As I turned, the stairwell door opened and three final footsteps thundered towards me, then stopped. All I saw was the stairwell door slowly close as I stumbled down the next few steps in an absolute panic. I told the desk clerk what happened and for the final week of our contract I didn't even go down that wing of the 4th floor, and half the time I didn't even go to that floor at all. I mentioned the basics of the supernatural occurrences to my patrol supervisor and several other officers and they all told me they'd felt sick in that room too, but apparently I was the only one who antagonized whatever was in there. Oops.
      I have no idea what happened, but despite having had several supernatural occurrences in my life, that one was by far the most terrifying towards the end.

      I like listening when I'm camping by myself. I tried doing it with gf and her daughter but it was a terrible idea. Will never do that again
