Cincinnati joined MLS 6 yrs ago and finished Bottom of the Table each of their first 3 years (2019-21)... in their 5th yr they finished Top of the Table (2023). And as we speak, Inter Miami and Cincinnati are 1st and 2nd in the MLS standings (2024). Why would we want to lose Miami/Messi to Relegation, just to Promote Charleston form USL(?!?) ... and as for Cincinnati, had they been Relegated (multiple times), they would not have been allowed to build what they have built. And FYI, that strategy of tanking in order to get a better Draft Pick only works in the NBA. Teams in MLS don't do that, there's no benefit. MLS teams don't depend on the Draft for star players. We sign them from Relegated Euro teams -- LAFC "bought" Denis Bouanga from Saint-Etienne after Relegation to Ligue2, and a year later he was MLS' Golden Boot winner.
