A half-hour walk up the mountain above Unie Park in Stellenbosch takes you to a huge construction site where ground has been broken for what is meant to be one of the Cape's new exclusive lifestyle estates. Roads have been laid on the steep slope and reinforced to prevent erosion, alien plants have been cleared, and the entire area enclosed with a fence which snakes down the mountainside. Luxury houses will go up here, commanding breathtaking views. The developers are selling plots for millions, attracting both local and international buyers who want a taste of the high-end Winelands lifestyle. But, for Stellenbosch residents concerned with urban heritage, this development feels very different from the small mountain resort they approved in a 2003 public participation process. And people living in neighbouring Ida’s Valley are chafing at a controversial land swap which they allege favours the developers with a sliver of municipal land in exchange for steep ground on which the developer cannot build. This at a time when plans for social housing on an adjacent piece of land seem to have fallen off the table. Carte Blanche examines the paper trail which throws light and shade on the convoluted process of environmental authorisation for an exclusive housing estate.

Municipal manager doesn't seem intelligent enough. Basic matriculants answers about development blah-blah. Also bossy and commanding when answering. Purely grandstanding and defensive. Watch the eye movements alternating between truth and lies.

This is sickening. I can’t help feeling helpless in Midrand on agricultural holdings if this kind of thing is happening in Stellenbosch. I don’t think the general rates payer participates in most public participation processes when it comes to new developments. It’s published in the government gazette - who really follows that religiously? And town planners have so many sneaky ways of excluding interested and affected parties with backward municipal processes like using postal services to inform immediate neighbours while every single South African knows postal services is no longer a functional service. When will municipal bylaws, processes and procedures catch up with 2024 (and earlier) realities of a serious breakdown in basic services far beyond their locus of control? In the meantime developments like these are happening and local residents are suffering. Don’t get me wrong. I’m all for development and progress. But it’s got to be a fair process.
Could you go and have a look at Cloetesville? No social development. Hundreds of private developments around it. Children are staying in hokkies on their parent's properties. Drugs, gangs, and unemployment were at their peak while the Stellenbosch Municipality is one of the wealthiest Municipalities in our country. The town itself is busy losing its character due to developments. This Municipality needs to be investigated.
And where is the infrastructure to accomodate this influx of people? Schools, roads, hospitals?

This development is disastrous to the environment The implications are that we have to fight for the right to live within a valuable and beautiful area. Although there were some alien trees, the area contained some wonderful species of all kinds of fynbos, as well as of many kinds of insects. May it be restored to its former glory.

Land is auctioned for development consistent with the existing or higher value in some suburbs and for social housing in others with no regard for existing owners and impact on property values.
Geraldine, needs to be investigated. This screams misadministration.
Municipality wants those sweet property rates and taxes. If you live in even a half-decent area (nevermind this development) they'll re-evaluate your property value for you (regardless of whether you're thinking about selling), and charge you increased rates based on their assessment. Talk about conflicts of interest.

To a certain extent I understand that this is not what people may want or like. The developer made mention of the huge area of alien trees. With the amount of veld fires that the Western Cape has every year, I see it as better where you have an estate that contribute to the local rates and taxes, rather than a piece of veld that needs millions to be spent on it during fire season.
