Found this video - reset the bios (not a solution you will find on MS support) - immediately all up and running! I was getting ready to spend 500 GBP on a new machine.

Tried it twice and it worked the second time. A DOS setup page came on each time and I had to press OK manually on the screen both times. You have to be pressing the buttons for exactly 10 seconds - time it!
This fix always worked for me but after 18 months it won't detect any touch cover anymore. So if your Surface keeps having this issue I'd suggest you get it replaced before the warranty expires. I tried everything including downloading the SP3 recovery image.

So, I was just about to call ot BS and smash the keyboard against the wall, how in some magic way IT DID WORK. For whom it still does not work. Try to do same steps with disconnected keyboard. Just keep trying. I really thought my keyboard was dead, but this actually did fix it.
This worked for me. I did the same in video with attached keyboard but didn't work. Then I detached the keyboard and boot into UEFI (same method), only after that I reattached the keyboard and it functioned.
In the case of a fault inside the keyboard wiring near the hinge / bending parts. Disconnect the keyboard away from screen, then get a hairdryer on high heat. Hold the hairdryer very (1 inch / 3cm) close to the keyboard in the plastic space higher than the 6 7 8 keys and the small metal pins that connect to the bottom of the surface screen. Do this for 2-3 min take care and watch the case and keys that they do not melt / discolor or catch fire. Turn the keyboard over and repeat the hairdryer in the same spot just the other side 2-3 mins. Again don't burn / melt / discolor or create any smells this is too damm hot, its a fine line. If you are lucky you got the internal wiring fault hot enough to repair any tiny break. If the keyboard is already fit for the bin you have nothing to lose in trying.

First you go to shut it down. the when its completely shut down, hold the up volume and and power button at the same time until you see something pop up. the with the touch screen, if some menu pops up just click "esc" then "yes" the if it still doesnt work, take off the keyboard then put it back on.
Surface Pro 3 here. After five tries, worked, and then did some OS updates which required a reboot, and then stopped working again. Frustrating, especially after all the other things I tried (hours and hours of trying stuff, and re-installed OS, etc). Not going to bother trying to fix anymore and already bought a new laptop, because of this issue. And no, it was not a Surface product. Never again.
going to try this I just started to have issues with my keyboard intermittenly working I would get a popup on screen with kills tasks thing but for myself it was mostly the mouse pad thing not working at first I thought it was a bad connection becasue I do open and close it at least 10 times a day .. nope didnt work thanks anyway
I had my Surface pro 3 and keyboard replaced 2 times before the warranty ran out and it has just crapped out for the third time. The problem with the Surface 3 not connecting is that the connecting pins end up getting recessed and not making contact so all these solutions you see on the Internet or advices from Microsoft will never be more than a temporary solution. The product is an absolute lemon.

I'd suggest you get it replaced before the warranty expires.
When it updates, it won't reconnect the type cover driver.
It happens to me about every 6 months for the past three years

I have the same experience as you, no workarounds last forever including restoring using recovery image

What worked for me is to take it off, shut it down and then restart it and put it on, worked fine after that.
Not all the time - the issues is caused by the USBxHDI driver not loading
