No. Kang back-handed Kirk to the ground while 4 of his men held Klingon blasters on him. When they did go hand-to-hand later on, it was a draw until Mara and Spock told them to look up at the Entity that was the cause of everything.
It wasn't clear to me either. His prosthetic head makeup looks Klingon, but the way he talks about them, and they about him, sounds like they don't recognize any kinship.
If I recall correctly, Kang was mortally wounded but not yet dead. Dax distracted The Albino and allowed Kang the honor of striking the final blow, thus fulfilling the Blood Oath before he died. For a Klingon, that's the equivalent of giving him the best birthday/Christmas present you can imagine.
Kang didn't need a red swirling rage eating entity for motivation this time.

Why aren't the defenders using their rifles? They have ranged weapons, against bat-leths?
They used kanga shipsndirypters to make energy weapons useless
Dax disabled all directed energy weapons using tetryon particles. This forced them to resort to melee weapons.
