A rational expression is a ratio of 2 polynomials, in number 3 the denominator is invisible 1, hence, it is a rational expression, and since there is y and x involved, it means it is a function, rational function 🙂

It's not a rational function, it's quadratic. Try to graph if it gives you a graph of rational.
