The top term was originally (5-x) but the bottom term was (x-5), so if you would take out a "-", the top term would become -(-5+x) aka -(x-5) and therefore the top and bottom could cancel.

It would be redundant to simplify it further. We are only simplifying rational expressions till we reach one fraction of expressions as opposed to the several we started with. There is no need to distribute to simplify the top expression further; that is the simplest we need it to satisfy the problem.

I know this reply is too late to matter, but it's because the numbers have to also be able to multiply to the number on the right, and if only one is a negative then it would multiply to a negative number instead.

@agirlgxcha you take out a "-1" as a common factor but since the "1" is redundant you just write "-"
That then allows you to restructure the terms in the brackets to be able to be cancelled out
