For expats, I would say living in UK, Germany , Netherland even Denmark or Norway is much easier. There is a huge gap and social segregation. Sadly this issue is worsening and politicians do not seem to know what they are doing.

Foolproof way would be to have a kid and engage in parrent groups. Or start club/friendgroup at work. Or if you're younger you can go to school and make friends with your classmates. Swedish people rarely make friends with strangers, especially adult Swedes, that is why any setting where you spend time with people for another reason then just making friends usually is the best way to get to know people, and then you can become friends. If you already have a friend, ask them to introduce you to more of their friends. That is a fast and totally legit way to make friends.
