As implied by the name, pseudodogs aren't actually dogs. They're mutant wolves. They're still canine enough to make me feel bad shooting them, though. They might be freaky zone-twisted mutants, but they're just trying to do what wolves do. Humans can actually tame them, like Noah demonstrated, and some can develop into psy dogs.
When you took the mission from Owl to talk to Sultan, it canceled Beard's job to get the Compass for him. That's why you couldn't give the Compass to him when you had it. I'm not sure if you get another chance with Beard if you tell Sultan that you refuse to get the Compass for him, but so long as you're working with Sultan for Owl, you cannot do Beard's corresponding jobs. Once you've handed over the Compass to Sultan, Beard's side of those jobs is permanently locked out, as far as I know.

Unlike Yanov, the achievement perks for Loners vs. Bandits here are minor enough that staying neutral this way gets you roughly the same benefits. Owls discount is minor enough for the things you'll probably buy from him at this stage of the game (and Nimble is right upstairs.)
The loss of Beard's Artifact missions hurts, but I rarely do them simply because Bubble's are rare enough and as shown, Beard will take them straight out of your armor if you have them. Also selling the glut of less useful artifacts to him is enough to equal out the money you'd make doing them.
Didn't know you could get a second compass from Noah though, I always thought it was unique like the Heart of the Oasis. It'd be good in a Seva Suit for running around and finding artifacts with, combining all of those effects into a single Bubble's worth of rad prot, plus major weight savings.
I believe the term for people supporting all sides equally is "profiteering opportunists." It's also the way the average gamer approaches most RPGs.
