You would use Siri to open apps. Just ask her top 'Open Notes' and it should open on your iPad. Then you can use dictation after that. Hope that helps! 😊

On iPad when I click the dictation button the keyboard goes away , like iOS 15. What am I missing ?

Dan, Apparently you did not notice that your spoken word “can” was dictated as “cannot”…. Unless I got your meaning wrong.
