If you listen to Greg Graffin's solo album "Cold As The Clay", you'll find that it is a collection of covers of traditional American folk songs mixed in with a few of Graffin's own original compositions. If you aren't a devotee of folk music (and I'm not) it's very hard to tell, without looking of course, which songs are covers and which ones are new material. That is the hallmark of a great songwriter.

I think he's writing from the perspective of Job or another believer (maybe he was at one point in his life) and questioning the supposed wisdom of a "just" creator. I think it's a great song by Bad Religion standards and it fits with the theme of questioning supposed truths.
